Yuri’s career has included programmatic and organizational leadership roles in human service organizations in Monterey County, New York City, and San Francisco. She currently serves as Chief of Staff to Monterey County Fourth District Supervisor Wendy Root Askew. Before beginning her service with the County, Yuri held the position of Vice President, Community Investments for United Way Monterey County. She is also a founding member of the Bright Futures for Monterey County Educational Partnership.  

Yuri served as Chair of the MPCCD Board of Trustees in 2020; during which time she also co-chaired the Superintendent/President Search Committee. In 2019, Yuri served as Chair of the Board’s Policy Subcommittee, Chair of the Board Evaluation and Goals Ad Hoc Committee, and Alternate Representative to the Community Human Services Board of Directors. Outside of MPC, Yuri serves as a member of the Board of Director for the Democratic Women of Monterey County and Monterey County’s Child Abuse Prevention Council.

Yuri’s family has lived in Monterey County for nearly 60 years. Yuri graduated from North Monterey County High School before earning a Bachelor of Arts in Political Science from the University of Southern California and a Master of Arts in Educational Administration from New York University.  

Yuri is a wife and proud mother of two school-aged children. 


Dr. Celia Barberena, Vice Chair (Area 4 - Pacific Grove) Term: 2028

Born and raised in Nicaragua, Celia Barberena came to the United States on an academic scholarship granted by Findlay College now University of Findlay, where she graduated with a B.A. degree in Economics and Sociology. She later earned an M.A. degree in Spanish Literature and a Ph.D. in Educational Administration at Bowling Green State University. She served for more than four decades in non-profit management and college instruction and administration, including 25 years as a leader and change maker in California Community Colleges.

Dr. Barberena’s service in higher education includes positions as a faculty, director, dean, and vice president at Modesto Junior College, Sacramento City College, and Hartnell College. In 2008, she became the first female president of Chabot College in Hayward, California, managing an enrollment of over 10,000 full-time equivalent students and overseeing a 50 million dollar budget.

With a passion for welcoming all students on the path to higher education, she has always been a strong voice for resources to help at-risk students and those from multicultural populations.

Upon retiring, Dr. Barberena has significantly contributed to the development of policies and programs that benefit the youth and adults in Monterey County. Her leadership roles span across prestigious boards and organizations, including the Pacific Grove Library Friends and Foundation, the Pacific Grove Rotary Club and the Blind and Visually Impaired Center in Pacific Grove. She is an evaluator of scholarships awarded by the Community Foundation of Monterey County. She has served on various committees at the Unitarian Universalist Church of the Monterey Peninsula. Celia’s commitment to education and community service makes her an invaluable asset in any community leadership position.


Ms. Anita Crawley, Trustee (Area 5 - Carmel.Carmel Valley) Term: 2028

Born and raised in the S.F. Bay Area, Anita Crawley returned to California after working at community colleges in Illinois and Maryland. Her undergraduate degree is in Sociology, and she has graduate degrees in Counseling, Instructional Design, and Ed. Tech. Leadership. Working in student and academic affairs, she co-created and taught a Diversity 101 course, launched online student services programs, and directed online learning programs. No matter what the role, Anita’s guiding principle is to facilitate opportunities for community college students to identify and achieve their academic and career goals.

Over her 12 years on the Monterey Peninsula, Anita has actively volunteered with many social justice organizations. She co-founded Whites for Racial Equity (Showing up for Racial Justice) and served on the NAACP Executive Committee, chairing the Communications Committee. She volunteers to create and maintain websites for these and other local organizations. Anita is completing her second term as a Monterey County Equal Opportunity and Civil Rights Commissioner, serving as Vice-Chair.

Anita enjoys gardening and walking her dog along the ocean. She met her husband in Berlin, Germany. They have two children and four grandchildren.


Libby_WebMrs. Libby Downey, Trustee (Area 3 - Del Rey Oaks/Monterey) Term: 2024

Libby Downey served on the Monterey City Council for 12 years.  She has lived in Monterey for over 50 years with her husband, Wayne, a retired administrative educator from Monterey Peninsula Unified School District.  Professionally, Libby has been a Director of the Lyceum for Monterey County, was a Public Health Nurse for the County of Monterey, sold real estate and a Superior Court Appointee as “Conservator of the Person” for elderly for eight years.

Community involvement has always been and will continue to be a priority with Libby.  She, currently, serves as the Vice-Chair of the Natividad Board of Trustees. Libby has served on approximately 30 boards during her life on the Peninsula.  Past service includes:  Monterey Peninsula Foundation, Monterey Regional Waste Management District,  Monterey One Water, Association of Monterey Bay Area Governments, Monterey-Salinas Transit,  Carmel Presbyterian Board of Trustees, National Marine Sanctuary, Monterey County Grand Jury twice, Hospice Foundation of the Central Coast, Planned Parenthood of Monterey County, Monterey City Parks and Recreation Commissioner for over 20 years, AT&T volunteer for the AT&T Pro-Am for over 12 years, and Visiting Nurses’ Association Board to name a few.

Libby and Wayne have three children and their two daughter-in-laws are involved with their local schools.  They have seven grandchildren of who they are most proud and one of them was the creator of the website for her campaign.  Volunteering in her community has always been a part of Libby’s life.  MPC has always been high on her list of interests and she will always be taking classes. 


Rosalyn-websiteMs. Rosalyn Green, Trustee (Area 1 Seaside/Sand City) Term 2026

Seaside native, Rosalyn Green, was born in the former Fort Ord Hospital, attended school in the Monterey Peninsula Unified School District (MPUSD) and is a proud graduate of Monterey Peninsula College (MPC) and California State University Monterey Bay (CSUMB).  She received a Bachelor of Arts Degree in Liberal Studies on the Teaching Pathway tract.

Rosalyn's family dynamics inspired her to become a care provider. She was a counselor in a girls’ group home instilling self-worth and values to marginalized youth in Monterey County. Rosalyn has extended her work to the California Department of Corrections and Rehabilitation/Re-entry Services, Community Advocacy, The Village Project Inc., Building Healthy Communities and in the Monterey County Supervisors District 4 office. She learned about operations of a Governing Board and Land Use at Fort Ord Reuse Authority (FORA).  Rosalyn is a Silver Life Member of the National Association of the Advancement of Colored People (NAACP). She regularly attends community meetings, especially, MPUSD School Board meetings and Seaside City Council meetings.

Rosalyn shares her love for education on several school campuses always promoting higher learning. She is deeply rooted in her faith believing, "All things are possible and nothing is impossible.”  

She is the proud mother of four children and two grandchildren. Her oldest is a graduate of MPC and her third child is currently attending MPC.

Rosalyn believes that “Education is the most powerful weapon which you can use to change the world.”

Dr.Fulbright-squareDr. Marshall T. Fulbright III, Superintendent/President and Secretary to the Board of Trustees

Dr. Marshall T. Fulbright III, took the reins as superintendent/president of Monterey Peninsula College on July 10, 2023. A former Vice President of Academic Affairs at Grossmont College in El Cajon, he brings a proven track record of transformational higher education leadership.

Beginning his career teaching music at the elementary and high school levels, Fulbright’s passion for cultivating learning led him to Colby College in Maine, where he taught orchestral performance, music theory, and Latin American music. After serving as an adjunct music instructor at Evergreen Valley College in San Jose, he became a tenured faculty member at Long Beach City College, directing its Symphony and Chamber Orchestras and teaching various music courses. Gaining experience as a department chair, academic senator, faculty union representative, and serving on numerous statewide committees for the California Community College system, Fulbright joined the administrative team at College of the Sequoias as the Dean of Language, Fine Arts, and the Learning Resource Center, and then as an academic dean at Norco College.

Within his most recent role as Vice President of Academic Affairs at Grossmont College, he oversaw 212 full-time and over 400 adjunct faculty in 6 academic divisions as well as 7 academic deans, with an annual operating budget of $25 million. During his tenure, Dr. Fulbright was instrumental in guiding the college’s curriculum committee to incorporate diversity, equity, and inclusion practices into their curriculum process, fully implementing their guided pathways initiative, developing a student-centered and guided-pathways-influenced class schedule, and establishing an academic symposium fund to support on-campus intellectual programming in support of the community.
